IEEE Paper Abstract

Distributed Energy Resources (DER) located on sub-transmission and distribution grid networks can become disconnected from the utility grid and form an independent island. Such islands can sometimes operate with unacceptable voltages and frequency, which can be detrimental to other grid attached equipment and loads. The IEEE 1547-2018 DER interconnection standard requires such unintentional islands to be disconnected from the grid within two seconds. This paper describes an islanding protection solution using a powerline conducted permissive signal which has been applied at distribution medium voltages up to 36KV and extended to support 69KV high voltage sub-transmission applications.
